My contract with the United States Agency for International Development (USAID) was completed due to change of programmatic needs (50% funds reduction).
For 14 years I have served as a specialist and advisor of Directors of Offices (expats): Energy and Technology, Economic Reform, Business Development, Economic Growth, and Public Health. I was involved in a broad spectrum of programs in different capacities, including, but not limited to strategy development, project development and project management, procurement, investment promotion, market data collection and analysis, M&E, administration, cross office coordination, consulting, supervision of secretaries, financial management, HR management, logistics, visa support, international partnership coordination, logistics, and translation/interpretation services. Preparation of conferences, exhibitions and presentations were part of my day-to-day job responsibilities.
I participated in design and development of the “Russian Power Sector Restructuring and Privatization Plan” - a joint USAID/Ministry of Fuel and Energy/RAO UES study. It was the framework for the current reorganization, which is being finalized by RAO UES holding now. I administered “Joint Electric Power Alternatives Study (JEPAS)” under the US - Russia Joint Commission on Economic and Technological Cooperation (Gore – Chernomyrdin) the first ever investment plan for the whole Russian power sector. A follow-on to JEPAS was “North West Russia Power Sector Investment Plan”. I was a member of a team, which issued a feasibility study of the Krasnodar thermal power plant – the first project of IPP in Russia. I also administered the “Russia Y2K Assessment Project”.
Under the auspices of Environmental Committee of Gore – Chernomyrdin Commission I participated in implementation of “Energy Efficiency and Environment Commodity Import Program (EECIP)”. I also managed a Demand Side Management (DSM) program, which included procurement of energy auditing equipment and training of the utilities’ staff in two pilot regions. I oversaw six U. S. engineering, consulting and accounting firms with the contracts valued at $100 million at the peak of the Energy Efficiency and Market Reform program.
I served as a liaison between US agencies and numerous Russian and foreign ministries, embassies, agencies, national holdings, regional governments, NGOs, research centers, and companies. Over that period of my service I have got solid domestic and international travel experience: I traveled from Kaliningrad to Sakhalin and with different missions was on TDY in the US (seven trips), UK, Hungary, Finland, and Canada.
I also managed a number of SME development programs, including projects focused on development of sustainable markets in business consulting services for SMEs and technology commercialization activities as well as a Joint Russian – U. S. Laboratory Capacity Building in Third Countries Program – a new international (U. S. /Russia/Ethiopia/Namibia) public health partnership.
I served as a liaison between U. S. agencies and numerous Russian (MFE, Antimonopoly, MinEcon, FEC, MFA, MOHSD, MOD, etc.) and foreign ministries, embassies, agencies, regional governments, legislative authorities, NGOs, research centers, and companies. Over the period of my service I have got solid domestic and international travel experience: I traveled from Kaliningrad to Sakhalin and with different missions was on TDY in the U. S. (seven trips), UK, Hungary, Finland, and Canada.
Prior USAID I was with All-Russia Rural Power Grids Designing Institute. For 10 years I was designing power grids, including power transformer substations, power networks and gas turbine power plants. Completed 80 projects.
Earlier I worked for Moscow power utility “Mosenergo” and was involved in O&M of an urban area cable network, installation and adjustment of electric gear, installation, adjustment and debugging of automatic control and relay equipment.
I am an advanced PC user. In 2002 I finished a PC Operating (MS Office) course at Bauman Moscow State Technical University.
I am a fluent English speaker with fourteen years of translation/interpretation practice in multi national environment. I also have a certificate from a two-year guide-interpreter course. Translation/interpretation and supervision of translation services were part of my day-to-day round of responsibilities.
